“Since Tennessee was the first state to be awarded Raceto the Top funding, we have set a goal to be First to the Top. In
addition to making PD 360 our core technology platform, we will be one of the first districts in the nation to use the
iPhone/iPad/iPod-based Observation 360 tool set.” — Sam Rhodes, Supervisor of Staff Development, Milan Special School District
Milan Special School District Aims to be “First to the Top” with Observation 360 in Rural Tennessee
In 1985 Sam Rhodes edited his high school yearbook.
Now he edits lives in Milan, Tennessee.
“With just 3 schools, 175 teachers and 2200
students, we’re barely a blip on the national
education scene,” said Sam Rhodes. “But we
think big. Because each life represents worlds
of possibility. Each school system wrote a Race
to the Top proposal. Nearly 100% of our First to
the Top funding is earmarked for professional
development. We’ll be one of the first users of
Observation 360, and along with PD 360 we
fully expect to be win the Race to the Top.”
Sam Rhodes wrote history in 1985. Now he’s
making history. PD 360 is the world’s largest
